Large-sized silver plated caviar holder with a Meander pattern (Greek key design). The handle is elaborate and the three legs have gorgeous gargoyle or animal heads and acanthus leaves (one leg has a solder on top). The lower half of the dome would have contained ice and a glass container for the caviar or butter. Most likely dates to around 1915, and made in the UK. The roll-top works perfectly, the plating has worn off quite a bit, and the top has dings commensurate with age.
